Or, rather, he did not disclose that which must be disclosed.

He attested -- under pain of penalty -- that there were not other contacts he had made about his complaint. That's a lie.

The complaint form requires such disclosures, and for some reason, the "Whistleblower" deliberately concealed legally-required disclosure.

The inspector general for the Intelligence Community is Michael Atkinson. He is very sketchy. Atkinson was previously legal counsel for the DOJ-NSD during the ‘stop-Trump’ tenure of John Carlin and Mary McCord. As a result, Atkinson was a participant in the weaponizing of the DOJ-NSD via FISA abuse, along with NSA database exploitation and tenuous FARA legal theories used to target political opposition.

In short, Atkinson seems dirty.  At the very least he hangs around dirty characters.

After he took the complaint, ICIG Michael Atkinson then changed the rules for the ICIG office allowing a second-hand hearsay complaint to be processed. Again, sketchy.

Weeks before the whistleblower's complaint became public, the CIA's top lawyer made what she considered to be a criminal referral to the Justice Department about the whistleblower's allegations that President Donald Trump abused his office in pressuring the Ukrainian president, U.S. officials familiar with the matter tell NBC News.

The move by the CIA's general counsel, Trump appointee Courtney Simmons Elwood, meant she and other senior officials had concluded a potential crime had been committed, raising more questions about why the Justice Department later declined to open an investigation.

Now we have word of two more potential "whistleblowers", first, from Breitbart, Another ‘Whistleblower’ Takes Aim at Trump — This Time from IRS. Another hearsay.
An Internal Revenue Service (IRS) bureaucrat has filed a so-called “whistleblower” complaint claiming he received information that at least one Treasury Department political appointee moved to “improperly interfere” with the annual audit of President Donald Trump or Vice President Mike Pence’s tax returns, according to the Washington Post.
The Post, citing multiple anonymous sources, cannot provide key details of the complaint due to privacy laws that prohibit the disclosure of details concerning tax return filings. The complaint’s existence was revealed in court filings earlier, though it failed to garner much public attention. Two Trump administration officials downplayed the complaint due to the fact that it is based on “hearsay” and suggested it could have been prompted by political bias.

Suddenly we have a new whistleblower! This one is from the IRS, and he/she went running to the Washington Post this week after lodging the complaint with Richard Neal (D-Mass), Chair of the House Ways and Means Committee.

This new complaint supposedly centers around a specific audit process that is designed to only audit the President and Vice President tax returns.

Keep in mind that President Trump has steadfastly refused to make his tax returns public, and refuses to turn them over to Congress. So what did Congress do this summer? Launch a lawsuit. Isn’t it interesting that, after the lawsuit is filed, a whistleblower shows up with a formal complaint on July 29th?
Only slightly more seriously, the NYT, cited by MSN,  2nd Official Is Weighing Whether to Blow the Whistle on Trump’s Ukraine Dealings. "Weighing whether" by going the the NYT?
The official has more direct information about the events than the first whistle-blower, whose complaint that Mr. Trump was using his power to get Ukraine to investigate his political rivals touched off an impeachment inquiry. The second official is among those interviewed by the intelligence community inspector general to corroborate the allegations of the original whistle-blower, one of the people said.
Note "more direct." So it's only second hand, not third or fourth hand?
