 John Sexton at Hat Hair, Oregon Democrats propose bill to decriminalize homeless camps

It feels like this was always inevitable in Portland though I doubt other cities in the state will be happy about it. The Oregon legislature is considering a bill which would decriminalize homeless camps in public spaces. Not only would HB 3501 make the camps themselves legal, they would give homeless people a right to privacy wherever they decide to pop up a tent. In fact, any homeless person being asked to move from their home would have the right to sue.
A new bill in the Oregon legislature is proposed as the Right to Rest Act. House Bill 3501 would decriminalize camping in public places…

Under HB3501, homeless individuals would be able to have “a privacy interest and a reasonable expectation of privacy in any property belonging to the person, regardless of whether the property is located in a public space” – i.e., granting the individual rights to treat public spaces like a private residence “without discrimination and time limitations that are based on housing status.” Homeless individuals would also be able to sue for up to $1,000 if swept, told to relocate, or otherwise “harassed” as per the bill.
CNN has some reactions to the bill from people on both sides:
“We cannot give these people legal protection to do as they please in our public spaces, and strip our citizens of their own rights to use these same spaces,” wrote Portland resident Carlin Scott. “Portland is struggling right now to retain residents, and the increasing encroachment of homeless camps on our public lands is a big reason why we’re losing residents.”…

Others who support the bill say they believe unhoused people are deserving of help just as anyone else is.

“For too long law enforcement has acted to effectively enclose public land from common use, especially use by down-on-their luck Oregonians,” said Jackson Miller, a Portland resident. “While this bill is no public housing guarantee or major zoning reform, it does seem like it will ensure certain rights of homeless individuals and as such represents an important step in the right direction.”

I hope the last taxpayer in Portland remembers to shut off the water when he/she/it leaves.

PM, Police searching for trans-identified con artist that allegedly drugged, robbed NYC model
A New York City model claims to be the victim of a heinous crime after a trans-identified male allegedly scammed and robbed her at a high-end night club in the East Village with staff members accused of being in on the scheme.

Anna Tchorbadjiev, 25, filed a lawsuit against Madison Square Garden Entertainment (MSGE) for $1.5 million in a Manhattan Supreme Court over the alleged incident that occurred at Little Sister Lounge earlier this year, according to the New York Post.
Tchorbadjiev, who has modeled for Glamour and Harper's Bazaar, claims in the suit that she was out drinking with a friend at the Baccarat Hotel in Midtown when Angela Acosta de Mastronardi, a trans-identified male, approached her and asked her to get drinks at Little Sister Lounge in East Village.

The model told the outlet that she agreed to go to the club because "We were all chilling" and "It seemed very normal."

"I had no reason to get suspicious of this person," Tchorbadjiev said, who models under the name Anna Alimani.

"She (sic) offered to pay and then her card declined, and I was like, 'Let me pay,'" the model told the outlet, who proceeded to take a sip of her espresso martini.
Within minutes of drinking the martini, the model says that she became significantly ill and left the club. She then quickly noticed that her credit cards were missing from her wallet. The alleged trans-identified scammer followed Tchorbadjiev and suggested they "stop for water" at another Tao club, according to the New York Post.

That's when the model confronted Angela, who denied stealing her credit cards. Tchorbadjiev says that she got her credit cards back after "grabbing Angela by the hair" who then dropped the cards into her purse. After the confrontation, Angela attempted to follow her into her building.

"I was like, 'No way, b*tch, you'll rob me blind.' I had to push her out of the elevator," she said.

After getting inside her residence, the model found two credit card charges that were made at Little Sister. One charge was for a $500 tip for the two drinks, and the second charge was for a $1,000 tip, the outlet reports.

A detective with the New York City Police Department told Tchorbadjiev that this trans-identified male is the suspect in similar scams in Miami, New York, and Las Vegas.

The City of Portland, Oregon, last week reaffirmed its commitment to giving a $5 million grant to an "anti-racist" group that won't say what it plans to do with the money.

The city in 2020 agreed to fund the progressive advocacy group Reimagine Oregon to the tune of $1.9 million a year, with no end date specified. At the time, Portland mayor Ted Wheeler (D.) called the grant the "centerpiece" of his budget proposal. Three years later, the organization has not said what it plans to do with the grant money. Nor has it spent a penny of the nearly $5 million in taxpayer funds, which are now sitting, untouched, in city coffers.

Formed by black activists in 2020, Reimagine Oregon outlines policy ideas to "dismantle systemic racism" through policies such as defunding the police and redistributing wealth. Last week, Portland city commissioner Mingus Mapps (D.) proposed terminating the grant and redirecting the money to other causes. But after fierce blowback from local black activists, the commission and mayor tanked his amendment on Wednesday.

Mapps, the only black member of the Portland city commission, told the Washington Free Beacon he was disappointed by the opposition to his proposal.

"I was trying to push these dollars out to African-Americans," Mapps said. "We have to be more competent at the basics of government."

Portland lawmakers’ recommitment to Reimagine Oregon comes after high-profile "anti-racist" and equity groups have come under fire for their murky finances and shoddy track records. One co-founder of Black Lives Matter Global Network, the umbrella group for the grassroots movement, secretly bought a $6 million house with the group’s funds. Another BLM executive allegedly stole $10 million for his own use.

Commissioner Carmen Rubio blamed the city for preventing Reimagine Oregon from accessing the funds and claimed that a city agency will submit a plan for the grant money in May. "That’s when we will all learn" how the group intends to spend $5 million, Rubio said.

Reimagine Oregon does not appear in the IRS directory of tax-exempt organizations and boasts just one staff member: Justice Rajee, a podcaster who is also running this year for a local school district board seat. The group was reportedly organized under the umbrella of a few nonprofits, including Urban League Portland and the Coalition of Communities of Color.

Urban League Portland and Reimagine Oregon did not respond to a query about its legal status.

Oceanographers working off the coast of Oregon have made a potentially alarming discovery. They’ve found a vent in the ocean floor that is pushing out warm water. On the surface, that may not sound all that remarkable or dangerous, but the chemical composition of the water suggests that it’s coming up from a deep vent and it’s located on top of the Cascadia Subduction Zone. We’ve covered this topic here in the past, but if you’re not familiar with the CSZ there are some good documentaries online where you can learn the details. The short version of the story is that the CSZ “slips” on a regular basis every 300 to 400 years. When it does, it causes an earthquake of at least magnitude 8 or 9. And very shortly after that, a tsunami that looks like nothing seen in our lifetimes comes ashore from southern Canada to northern California destroying everything in its path. This leaking vent in the seafloor could be an early indicator that the next slip is on the way.
The Cascadia Subduction Zone (CSZ) is a massive fault line stretching from Vancouver Island to Northern California—and it’s the source of the vast majority of earthquakes and tsunamis in the region. In fact, scientists believe that the fault line will likely be the source of the next Big One, an anticipated megathrust earthquake so powerful it’ll wreak death and destruction the likes of which we’ve never seen before from a geological event.

So, it goes without saying that researchers have a special interest in studying the CSZ—and they may have uncovered something that could clue us in on what’s going on with the incredibly powerful ticking time bomb.
The last CSZ quake happened in January of 1700. The Native Americans still talked of it in their oral traditions and told the first European settlers arriving in the region about it. The death toll was horrific, though there was very little in the way of construction to be destroyed in the region at the time. It’s a given that another one is coming and we’re already in the window of time when it would typically happen.

The question is, what are we supposed to do with this information? We’ve known this is coming for quite a while now and back in 2016 officials were conducting emergency evacuation drills in Oregon to try to prepare for it. But there’s only so much you can do, realistically. Scientists believe that from the time the fault slips and the earthquake hits, it will be as little as 30 minutes before the wave hits. There are three-quarters of a million people in Seattle. There are nearly as many in Portland. You simply can’t evacuate that many people in half an hour, particularly when they’re already scrambling through the wreckage of a category 9 earthquake.
