 Bay Journal, FEMA cancels $1 billion for flood prevention projects in Chesapeake Bay region

As Crisfield Mayor Darlene Taylor sees it, the low-lying Maryland town has no future unless it can hold back rising water. Computer models suggest that the adjacent Chesapeake Bay could get high enough by 2050 to trigger daily floods that are deep enough to stall cars on roads.

"Could" is doing some heavy lifting here. At the current rate of sea level rise/ground subsidence of about 3 mm per year, which shows no sign of increasing, it should be a long time before the water reaches the engines of cars. But they always reference the wildest, least realistic estimates of future sea level rise.

Hope arrived in the form of a federal grant program under the Federal Emergency Management Agency, created during the first Trump administration. The Building Resilient Infrastructure and Communities (BRIC) program helped rural communities like hers to invest in massive projects to fight disaster threats, ranging from wildfires to floods.

Crisfield officially got word from FEMA last July that it had secured $36 million from the program to launch the first phase of its massive flood-protection initiative. “Everything had lined up and everything was in place for this to be a highly successful project,” Taylor said.

A lot has changed since then. Trump returned to office in January, vowing to drastically shrink the size of the federal government. In a terse April 4 press statement, FEMA announced it was pulling the plug on the disaster-preparedness funding, not just for Crisfield but for all applicants and grantees, calling it “wasteful and ineffective,” though without citing evidence to support those claims.

The administration announced that any undistributed funds from the program’s inaugural year, 2020, through 2023 would be returned to the Disaster Relief Fund or the U.S. Treasury. The agency also canceled the 2024 funding opportunity, just days before the application deadline for that year’s $750 million allocation.

If Crisfield want's to stay where it is, maybe they should look into what it would take to prepare for floods. 

At the Capital Gazette,  Maryland lawmakers fear deep EPA cuts could cripple Chesapeake Bay restoration

Maryland lawmakers are waiting warily for an Environmental Protection Agency budget that they fear could cut staff so deeply that the Chesapeake Bay restoration program could not adequately proceed. The full budget release, expected in the coming weeks, will follow the agency’s “skinny budget”—essentially a broad budget outline — unveiled in early May and proposed cutting more than half of the agency’s $9.1 billion budget. The Trump administration’s EPA budget request for the 2026 federal fiscal year, which begins Oct. 1, was for $4.2 billion.

“I don’t know how we actually implement the Bay program — even it’s fully funded, which I have no reason to believe it will be when we get the final details — when we’ve taken a chainsaw to staffing,” Rep. Sarah Elfreth, a Maryland Democrat, said in an interview Tuesday.

EPA Administrator Lee Zeldin told Maryland Sen. Chris Van Hollen during a Senate Appropriations hearing last week that he supported the bay program, which is currently funded at $92 million a year. “The Chesapeake Bay Program is an amazing program. Our team takes great pride in running it,” Zeldin said in response to Van Hollen’s questions.

There's no government program that couldn't benefit from a 20% cut, some much more, and some should be eliminated entirely.

 Fox 45 News, Maryland's newly passed budget includes more than $1 billion in new taxes and fee

Maryland Governor Wes Moore has officially signed the Fiscal Year 2026 Budget Bill into law. According to Moore, it’s designed to give the majority of Marylanders a much needed tax break. However, critics say any potential savings will be crushed by a wave of tax and fee hikes.

The $67 billion dollar spending plan is about 1% higher than the previous year. Despite the slight increase, lawmakers were aiming to tackle a $3.3 billion dollar deficit this session. They ultimately did so with about $2 billion in cuts and $1.6 billion in new taxes and fees.

The following is a list of some of the changes taxpayers can expect:

• New Vending Machine Tax: 6% sales tax applied to all vending machine purchases.
• Vehicle Excise Tax Increase: Raised from 6% to 6.8% on vehicle purchases. A plan to raise car registration fees will also be accelerated.
• Tire & Emissions Fees: New $5 per tire fee. Plus, the emissions testing fee doubled from $14 to $30.
• Cannabis and Sports Betting Tax Increases: Cannabis sales tax raised from 9% to 12%. Sports betting tax increased from 15% to 20%.
• New Tech Tax: 3% sales tax added to many IT and data services
• New Tax Brackets for Higher Earners: 6.25% for income $500,001–$1 million, 6.5% for over $1 million. Also adds a 2% capital gains surcharge for income over $350,000.

“We have a tax reform plan that for 94% of Marylanders, they either got a tax cut or saw no change,” said Moore at Tuesday’s bill signing.

Just a reminder, when Gov. Hogan left office in 2022, Maryland was running a $5 billion surplus. At the end of this session, legislators were forced to address a $3.3 billion deficit by making cuts throughout state government and raising taxes and fees.

Slavery reparations are dead. How dead are they? Dead enough that not even black governors want them.

Maryland Governor Wes Moore vetoed a measure that would have created a commission to study reparations in the former slave state.

Moore vetoed the bill on Friday but said he will propose other methods to address the effects of slavery, Jim Crow laws and other forms of discrimination against blacks in Maryland.

The proposed commission would have explored options for addressing the state’s past and subsequent laws deemed discriminatory toward blacks from 1865 to 1965.

The options would have included a formal apology, cash payments or enacting laws that would make amends for past wrongs.

Why did Moore veto it? California’s experiment with racial reparations was probably an influence. After authorizing commissions to study reparations, they did nothing except stir up controversy. California let the process go far enough that it produced massive potential payments that could never be authorized, raising hopes in the black community of huge checks while touching off outrage among white residents.

And then there’s the whole awkward problem of whether reparations would be limited to actual descendants of slaves or anyone who is black which created its own divisions in the black community.

Besides, they all ready got reparations. Remember 40 acres and a mule? I asked Grok what an acre of farmland in Alabama is worth currently; the answer is approximately  $3,409, but of course, it varies by region. And a mule? "The cost of a mule in Alabama in 2025 typically ranges from $1,000 to $8,000, with most mules sold between $1,000 and $3,000" So the value of the reparations they received is worth on the order of $137,000 in today's money. Now, of course, that was per family, not per person. Still, not insignificant.
