The DC Sewage Spill May Be Over, But the Smell Lingers

Bay Journal, Environmental fallout, lawsuits stalk Potomac River after sewage spill

More than five months after millions of gallons of untreated sewage spilled into the Potomac River, aftershocks continue. Litigation, emergency repairs and a major leadership shakeup have followed in the wake of the Jan. 19 rupture of the Potomac Interceptor sewage pipe near in Montgomery County, MD. As much as 300 million gallons of sewage spewed from the 6-foot-wide pipe into the Potomac River for about a week before it was stopped.

In April, the U.S. Department of Justice and Maryland’s attorney general announced separate legal actions on the same day against DC Water, the pipe’s owner. The lawsuits seek financial penalties and restoration of the spill site. In June, the Potomac Riverkeeper Network filed motions to intervene in both cases. “We at PRKN had long feared that this disaster was not an accident. It was a failure of decision-making, accountability, and urgency,” said PRKN president Betsy Nicholas.

Also in June, DC Water’s board removed the utility’s chief, David Gadis. The utility has faced intense scrutiny from Congress and the public over years of permitting delays that pushed back the replacement of that section of pipe before its collapse.

Work is expected to continue into late summer on the first phase of the environmental cleanup, which includes removing contaminated soil from the C&O Canal. During the pipe’s repairs, the historic canal was used as a bypass for an estimated 2 billion gallons of sewage. The second phase is expected to be completed in the fall. That includes replanting trees and shrubs, regrading wetlands, repairing the canal’s clay liner and adding topsoil.

The January spill didn’t impact drinking water because it happened downstream from the region’s intake pipes. But subsequent surveys conducted by DC Water crews have revealed deteriorating segments in Potomac, MD, upstream of withdrawal pipes — prompting immediate repairs on the 1,700-foot section of line, expected to be done in September.

Boating charters and outfitters report a sharp decline in business on the Potomac because of bad publicity over the spill. The Potomac Conservancy has called on the area’s congressional representatives to offer them economic assistance.

Under pressure from environmental groups, DC Water has committed to extend daily water-quality testing through at least the end of July. It had previously planned to transition to weekly testing beginning on July 5. Groups continue to push for the utility to do the daily testing through the summer season.

Recent spikes in E. coli levels at three testing sites downstream from the spill location have prompted calls for DC Water to investigate what’s going on.

I'll bet that was right after one of our recent storms. That never fails to raise the E. coli levels.

Pooptomac River Reopens for Recreation

MyMC Media: Potomac river reopens for recreation, but lingering questions remain

Residents filled the Glen Echo Town Hall on Monday evening seeking answers about the safety of the Potomac River months after the Jan. 2026 Potomac Interceptor sewage spill contaminated sections of the river near Minnie’s Island and the C&O Canal.

“Is it safe to walk the trails with my dogs and my children?,” one resident asked during the meeting. “Why does it still smell bad?”

To be fair, it never smelled that good.

The questions reflected the lingering concerns shared by many community members despite assurances from officials that the Potomac River has largely rebounded and recreational activities can resume with caution.

Representatives from DC Water, the Maryland Department of the Environment and the Maryland Department of Health told residents that cleanup and restoration efforts remain ongoing while water quality testing shows significant improvement.

Montgomery County Health Officer Dr. Kisha Davis announced that the Montgomery County Department of Health and Human Services has lifted its health advisory for the Potomac River after continuous monitoring showed bacterial concentrations had returned to acceptable Environmental Protection Agency safety levels. “Water conditions have improved enough for recreational activities on the river to resume,” Davis said.

Davis said activities such as kayaking, rowing and trail use may continue, but Davis and other health officials urged residents to avoid shoreline areas and river sediment between Lock 11 and the shoreline surrounding Minnie’s Island.
“Please keep children and pets away from these specific environments,” Davis warned.

While officials emphasized that the river is safe for most recreational purposes, they cautioned residents to remain vigilant, particularly after heavy rainfall. Davis said bacteria levels in natural waterways often surge for 48 to 72 hours after storms.

Residents were advised to avoid ingesting river water, protect open wounds and thoroughly wash skin, clothing and pets after contact with affected sediment areas.

DC Cleaning "Dirt" out of the C&O Canal

And by dirt they mean shit. DC Water, Crews Make Progress on Soil Removal in C&O Canal and Continue Preparations for Long-Term Rehabilitation Work on Potomac Interceptor

  • Crews are close to completing the removal of remaining soil from Locks 11 to 13 in the section of the C&O Canal that was used as an emergency bypass after the collapse of the Potomac Interceptor sewer line.
  • Work began on Lock 10, with the majority of the soil removal expected to be completed by the end of next week.
  • Tree removal continues after DC Water received the permits to move forward as part of the site preparations for the long-term accelerated rehabilitation of more than 2,700 linear feet of the Potomac Interceptor
  • Once tree removal is complete, work will begin to construct a bypass chamber, to divert wastewater around sections of the pipe while they are being rehabilitated.

Also, good news that E. coli contamination in the Potomac system is back to "normal" levels :

Daily water quality testing continues to show E. coli levels within the typical range for recreation, with normal historical fluctuations attributed to rain, heat, stormwater runoff, and other known environmental factors. See the District Department of Energy and Environment webpage for more details.

Some substantial fraction of background levels of E. coli are due to wildlife. After all, bears shit in the woods.

The Wednesday Wetness

The Potomac River got top billing in large part due to the massive sewage spill that dumped over 230 million gallons of raw sewage into the river in January. But even if the spill had never happened, the Potomac would have made the top 10, according to Potomac Riverkeeper Network President Betsy Nicholas.

"We were already under discussions about having it as part of the top 10 endangered rivers at the end of last year," Nicholas told News4 on Tuesday. "So we were gathering information based primarily on the impact of water withdrawals, and then water quality concerns, about data centers."

The American Rivers list cites the "rapid, unchecked buildout of data centers" in the D.C. area as "a significant and growing threat" to the Potomac.  Nicholas says data centers use a lot of water for cooling super-sensitive computers and chips. The more data centers there are, the more water is pulled from local water sources, like the Potomac. "As much as maybe 2 to 4 million gallons a day of water could be used for cooling," Nicholas told News4.

Environmental Impact Concerns Prevented Potomac Sewer Fix

By way of John Sexton at Hat Hair, Massive DC Sewage Spill Caused by Environmental Review That Dragged on for Years

So this was one of the worst sewage spills in American history and naturally people wanted to know why this happened. Today the Washington Post has a story answering that question. It turns out the damage to the section of the pipeline that failed had been known since 2018. But instead of immediately getting to work, the National Part Service decided it needed to perform an environmental review which dragged on for years and prevented the repairs from being made.
D.C. Water asked the National Park Service for permission to fast-track repairs in 2018, after inspectors found widespread corrosion and detached rebar in one area of the six-foot-wide concrete pipe that runs under federal parkland in Maryland, records show. The utility sought to strengthen a three-quarter-mile section that included the point that later ruptured...

But the National Park Service’s environmental review dragged on for years and was still not complete when the pipe collapsed — a delay that experts said appeared to flout a 2020 federal rule requiring such examinations be done within one year...

A review by The Post of more than 2,600 public utility documents reveals how concerns about the removal of trees and vegetation, along with other environmental impacts, postponed repairs to the Potomac Interceptor. The pipe continued to degrade for more than seven years before it failed on Jan. 19 and released one of the largest spills of untreated wastewater in U.S. history.

Northern Long-eared Bat

This happened because the NPS was concerned about the trees and an endangered bat species.
In September 2021, during President Joe Biden’s first year in office, the utility informed the Park Service that the project would probably require removing not three trees, but about 260. The utility promised to replant hundreds of trees, replacing the diameter of those lost, inch-for-inch.

Park Service officials replied that they had “critical concerns” about the trees, partly because they might serve as a habitat for the endangered northern long-eared bat.

The bat typically lives in caves and mines but can rest in shaggy bark and crevices of trees along the C & O Canal in warmer months.
Ultimately, the Park Service decided it needed to do a major review of the site because the plan involved work at another spot a short distance away thus compounding the environmental impact.

A law passed under the Trump administration required the NPS to finish its review in one year from the date it announced it was necessary, but instead the review just dragged on for years even as continued inspections of the pipeline showed it was deteriorating. In fact, the section which eventually failed was cause for an emergency meeting in December 2024.
On Dec. 12, 2024, D.C. Water officials met with Park Service officials to deliver an urgent request, according to a D.C. Water presentation prepared for the meeting. The utility said it needed approval to begin repairs on the most critical 800 feet that appeared to be in imminent danger of failing.

The Potomac Interceptor “needs immediate repair in which the rapid degradation of the pipe has made it a high priority task to prevent collapse,” read the first item on the meeting agenda.
Crews finally got to work last fall and finished a small section. The plan was to continue the work on the next section of the pipe this summer. Instead, the pipe failed in January. So this disaster was the direct result of an ecological review that took seven years.

The tendency for government to put off needed work is just astounding. I wonder how are the trees and bats getting on now?

There are a bunch of articles on the Potomac River sewage spill in yesterday's Bay Newsfeed:

FWIW, I would be willing to touch the River water; I've done far worse; and I had the Hep A shot. I might even eat Striped Bass or Blue Catfish from below the Woodrow Wilson Bridge. I might still be a little leary about eating oysters from anywhere north of the 301 bridge.

A Sewage Leak in the Choptank River

From 47 ABC, 30,000 Gallons of Sewage Leaks into Choptank River

The City of Cambridge is notifying the public that of a sanitary sewer overflow that began on Tuesday, Feb. 17 and ended around 8:30 p.m. on Friday, Feb. 20.

The spill is believed to be the result of a ruptured force main, and occurred adjacent to the parking lot behind 2831 Ocean Gateway. Officials believe approximately 30,000 gallons of a mixture of untreated sanitary waste and stormwater were discharged into the Choptank River.

The ruptured force main has since been repaired and affected areas have been cleaned. There is no impact to the public drinking water supply at this time. The overflow has been reported to the Maryland Department of the Environment and the Dorchester County Health Department.

Due to the leak, the public is advised to avoid contact with the affected waters and any standing water near the overflow location. Swimming, fishing, and other direct contact activities should be avoided in the Choptank River, from East of Woods Road to the Eastern City boundary.

Well, it's not 300,000,000 gallons, like the Potomac River, but then the Choptank is a much smaller river.

But the Army Corps of Engineers said the government will fund a portion. News4’s Mark Segraves reports." Why would she expect the feds to pay the whole thing?

WTOP, Who foots the $20M bill of the Potomac River sewage cleanup, repairs?.  "Earlier this week, D.C. Mayor Muriel Bowser submitted a Presidential Emergency Disaster Declaration request, seeking full reimbursement for costs incurred by both D.C. and D.C. Water. “We expect 100% reimbursement,” Bowser said. But D.C. Water’s facilities, including the Potomac Interceptor, are funded through an intermunicipal agreement, or IMA. Maryland and Virginia would be on the hook for more than 50% of the cost, per the agreement. So will the federal government approve D.C.’s request? And if so, will Maryland and Virginia’s share be covered too?"

ABC 7, DC Water, Va. and Md. health officials provide next steps in sewage spill repairs. Word salad.

I want you to carefully review her bio and tell me her expertise in waste water management and most specifically her engineering chops. https://dcwater.com/person/dr-unique-n-morris-hughes"

DC Water CEO David L. Gadis has championed equity and diversity throughout his tenure. He was also named in a lawsuit against his former employer for allegedly withholding information about water contamination in Flint, Michigan.

Before joining DC Water in 2018, Gadis served as executive vice president of Veolia North America and CEO of Veolia Water Indianapolis — the utility’s first black CEO and the first black executive to lead a major Indianapolis utility, according to his bio. It touts his partnership with municipal leaders and his leadership on diversity initiatives.

That reputation faced scrutiny in 2018. An amended class action lawsuit cited a Veolia statement in which Gadis promised the company would deploy its “technical expertise” to “ensure water quality for the people of the city of Flint,” touting experience with challenging water sources and contaminant management. The suit claims residents had “every reason to rely” on Veolia’s subsequent assurances of safety.
. . .
Emails later revealed Veolia officials knew problems extended beyond discoloration and foul odors, noting that “lead seems to be a problem.” Those emails were exchanged a day before a private meeting where lead went unmentioned, MLive reported. Gadis was copied on emails discussing potential lead issues before attending a public meeting where Veolia officials repeatedly assured residents the water was safe.

I'll bet no one loses a job over this.

Potomac Sewage Spill Largest in History

According to the Potomac Riverkeeper Network. Atop Da Hill, Potomac wastewater spill appears to be largest in US history

A wastewater spill into the Potomac River that began last month now appears to be one of the largest in American history.

DC Water, a local water utility, said in a press release last week that part of a sewer system known as the Potomac Interceptor collapsed along the Clara Barton Parkway on Jan. 19. In that same release, the utility said it “estimates that approximately 243 million gallons of wastewater has overflowed from the collapse site.”

On Monday, DC Water said there had been a “significant overflow” Sunday amid a “high flow period,” with some bypass pumps not in service at the time.

Potomac Riverkeeper Network, a local environmental advocacy group, claimed in a Facebook post Wednesday that the sewage spilled had topped 300 million gallons.

Dean Naujoks, who holds the title of Potomac Riverkeeper, told The Baltimore Sun in an article published Tuesday that the only other spill he could compare in size had occurred in 2017 on the U.S.-Mexico border, leaking 230 million gallons.
. . .
When asked about the scale of the Washington sewage spillage, Gussie Maguire, a Maryland staff scientist with the Chesapeake Bay Foundation compared it to annual sewage spillage in Baltimore.

“The way that I put it into perspective for myself and for people before, is I compared it to annual sewage overflow amounts,” Maguire told The Hill in a Thursday interview. “You don’t really necessarily want to think about it, but there are a lot of sewage overflows going on in any particular year.”

“I follow happenings in Baltimore pretty closely, and their largest volume of sewage spilled in a year. … The largest year that they’ve had in terms of volume in the last — in recent memory is from 2018, and they had right around 260 million gallons over the course of the entire year, or 250.”

So, just an bonus year in Baltimore?

Another way to put it into perspective is to compare it to the volume of the tidal Potomac River, into which it is being dumped. According to Grok, that volume is about  1.9 trillion gallons. Call it 2 trillion, and we see that if the sewage were evenly mixed in the estuary (it won't be, it will be concentrated near Washington DC), the entire 100 mile estuary would be about 100 ppm sewage.

FWIW, when working in the Anacostia River years ago, they made us get Hepatitis A vaccines. I'm not so sure the people working in the Potomac for the next few months shouldn't consider that. I wouldn't be eating any raw oysters out of the Potomac anytime soon, either.

Call Roto-Rooter!

That's the name and away go troubles down the drain! DC Water, DC Water Identifies Significant Rock Blockage in Potomac Interceptor, Impacting Cleaning and Repair Timeline

Overnight CCTV inspection of the Potomac Interceptor revealed the blockage inside the collapsed sewer line is far more significant, showing a large rock dam stretching approximately 30 feet downstream of the original failure. The unexpected discovery exposed the severity of the obstruction and prompted an immediate reassessment that will extend the timeline for cleaning and repairs.

It’s expected to take an estimated 4-6 weeks of additional time to get a system in place that will add more, larger bypass pumps in a new location and stabilize the site for heavy machinery to safely begin removing the large rocks and boulders inside the sewer line. While the existing bypass system has mostly contained overflows, more pumps are needed to further reduce the remaining flow getting through the pipe. A bulkhead will then be installed upstream of the failure to block the pipe and limit the wastewater reaching the collapse site.

A section of the sewer line collapsed January 19, along Clara Barton Parkway and the 495 interchange and the C & O Canal National Historical Park, causing an estimated 40 million gallons a day of wastewater to escape and enter the Potomac River.

Standard cleaning methods using industrial vacuums and jets are not sufficient to remove these large boulders. Addressing this blockage will require both larger machinery and manual labor. Workers will need to safely enter the pipe, use slings to maneuver around the rocks, and then rely on heavy equipment to extract each boulder, making removal a complex and highly specialized operation.

The large rocks blocking the pipe were likely excavated during original construction in the 1960’s and used as backfill. When the failure occurred, this material collapsed into the interceptor drawn in by the force of wastewater flow, eventually accumulating and creating this rock dam. Additional rock and soil entered the pipe as surrounding material eroded into the sinkhole created by the collapse.

To facilitate this work, DC Water will construct a new large pit upstream of the collapse to access the existing sewer line and install new, high-capacity pumps. Five more pumps—coming from Florida and Texas—will increase the pumps on site to 13 and increase capacity to more than 100 million gallons per day, allowing us to temporarily divert wastewater and keep the site as dry as possible for safe rock removal.

That sounds to me like they need to stand back and let the dirty-job guys with the big toys get to work, and then thank them profusely when they fix the sewer that take their shit away,

No Shit!

WUSA 9, No sewer overflow escaped collapsed pipe for the first time since Jan 19 sewage spill into the Potomac, DC Water says

For the first time since a 72-inch wastewater pipe burst along the Clara Barton Parkway, DC Water engineers say there are no sanitary sewer overflows escaping from the damaged section of the Potomac Interceptor since the incident happened.

DC Water says the pipe collapsed on Jan. 19. The burst led to roughly 200 to 300 million gallons of raw sewage pouring into the Potomac, according to the Potomac Riverkeepers.

Well, good. Better late than never.
