Annapolis has already installed a pump system which is helping keep the city dock dry during minor flood tides. For several years, Buckley has been moving ahead with a nearly $100 million plan to make the Annapolis waterfront more resilient.

“We’re going to raise city dock 6’we’re going to make a park instead of a parking lot. In the middle of that park is going to be a beautiful fountain, but that park is actually the barrier against sea level rise. So, this city dock will no longer flood," he said.

He is facing a current of opposition from historic preservationists and is still lobbying for more federal funding to get it done; in recent weeks he created a tiny beach in a parking lot to make the point the water is rising. He also flies a “Don’t give up the dock” flag, a play on the Navy's “Don’t give up the ship” slogan.
