Looks Like a Plan

This looks like an excellent plan; I would certainly be willing to contribute if it were set up in a reasonable manner.

We have seen something like this play out in miniture in the Chesapeake Bay region with the Alt farm affair. Briefly, the EPA tried to impose a new definition of pollution on a single farm, the Alt farm, probably in hopes of expanding it everywhere with a single decision in their favor, forced by their overwhelming legal budget advantage (and the fact that they were threating $37,000 per day fines through out the process. Aided by the Farm Bureau, the Alts fought the EPA to a standstill. The Alts alone would have been unable to financially resist the EPA, but with help from fellow farmers through the Farm Bureau they were able to resist. Incidentally, the EPA attempted to have a judge force the Farm Bureau out of the case.
