The Balmer Sun, Suspect arrested in Rachel Morin murder case, Harford County sheriff says

A suspect in the murder of Bel Air mother Rachel Morin is in custody in Tulsa, Oklahoma, awaiting extradition to Maryland, Harford County Sheriff Jeffrey Gahler said at a news conference Saturday.

“Rachel’s murderer is no longer a free man and hopefully, he will never have the opportunity to walk free again,” Gahler said.

Victor Antonio Martinez-Hernandez, 23, of El Salvador, was taken into custody by Tulsa County Police Friday night for allegedly trespassing, according to police. He is being held without bond as a fugitive from justice along with a hold from Maryland for the murder of Morin and a U.S. Immigration and Customs Enforcement retainer.

In connection to the death of Morin, Martinez-Hernandez is charged with first-degree murder and first-degree rape.
Gahler said Saturday that investigators believe Martinez-Hernandez illegally entered the United States in February of last year.

Through collaboration with FBI international personnel in El Salvador, investigators discovered that Martinez-Hernandez had allegedly murdered a young woman in El Salvador in January — one month prior to entering the United States.

The alleged murder in El Salvador, and what investigators said was Martinez-Hernandez’s connection to Salvadoran street gangs, led to an Interpol red notice — an international request for law enforcement to locate and detain an individual — being issued.

“Victor Hernandez did not come here to make a better life for himself or for his family. He came here to escape with crimes committed in El Salvador,” Gahler said. “He came here and murdered Rachel and God willing no one else. But that should have never been allowed to happen.”

Police said they were able to identify Martinez-Hernandez as a result of DNA evidence recovered from the scene on the Ma & Pa Heritage Trail in Bel Air where Morin’s body was discovered in August of last year.

The 37-year-old mother of five was reported missing by her boyfriend when she did not return home from a walk on Aug. 5. After Morin’s body was found the following day, the Harford County Sheriff’s Department launched a homicide investigation.

Execute him, after a suitable trial, of course, and send the body to El Salvador to bury.

So far we have learned that the suspect . . . is a 23-year-old citizen of El Salvador who illegally crossed the border into the United States in February of 2023. We all suspect that perhaps Rachel was not his first victim, and it’s my understanding that this suspect, this monster, fled to the United States illegally after committing the brutal murder of a young woman in El Salvador a month earlier, in January of 2023. Once in our country, and likely emboldened by his anonymity, he brutally attacked a 9-year-old girl and her mother during a home invasion in March of 2023 in Los Angeles. . . .
“It has been a fear of mine that, once we identified this suspect, the result would be exactly this, and I want to now direct these comments to 1600 Pennsylvania Avenue and to every member in both chambers of Congress: We are 1,800 miles away — here in Harford County — we are 1,800 miles away from the southern border here in Harford County and the American citizens are not safe because of failed immigration policies.
“This is the second time in just two years that an innocent Harford County woman has lost her life to a criminal in our country illegally. Let me repeat that: Eighteen hundred miles from the southern border and this is the second woman in our county to be killed by an illegal alien. In both cases, they are suspects from El Salvador with ties to criminal gangs. Should not be happening.
“Victor Hernandez did not come here to make a better life for himself or for his family. He came here to escape a crime he committed in El Salvador. He came here and murdered Rachel and, God willing, no one else. But that should have never been allowed to happen.”
