The Freedom of Speech Clause of the First Amendment specifically prevents the federal government from infringing with the free speech of any American. If a president were to order the censorship of American people that would be a violation of the First Amendment, along with his oath of office. The framers of the Constitution would most definitely consider this an impeachable offense.
