 WBOC, Trump Administration repeals Chesapeake Bay Protection and Restoration Executive Order

President Trump is repealing an executive order from 2009 dedicated to protecting and restoring the Chesapeake Bay.

Today, he published his own executive order stating EO 13508 was a broad mandate that did not provide "clarity on how to implement that order's requirements."

His office calls the federal requirements "vague and confusing," and that these requirements have allowed state and local governments to enact stormwater management fees, or 'rain taxes,' that raise costs for American households.

The 2009 EO, issued by then-President Barack Obama, looked to restore Chesapeake Bay water quality, create agricultural practices to protect the Bay, reduce water pollution from federal lands and facilities, protect the Bay as the climate changes, expand public access to the Bay and conserve ecosystems, and more.

The Trump Administration acknowledges that federal, state, and local government programs have significantly improved the water quality of the Chesapeake Bay over the years, but they say "future actions and best practices are needed to continue promoting the economic health and well-being of the communities the Chesapeake Bay serves."

President Trump's Order directs various federal leaders, like the Secretary of Agriculture, to focus resources provided for the health of the Bay on "direct, on-the-ground projects" that would create the most-impactful water quality improvements.

Imagine that, actually focusing federal funds on projects that help, and not on nebulous climate and social justice related programs. Why, you could probably do more to help the Bay with 20% of the money.

That Thing That Never Happens Happened Again

On the Water, Chatham Commercial Striper Fisherman Caught with 324 Lbs of Illegal Striped Bass.  

A tip from the U.S. Coast Guard turned into a major bust off Cape Cod. Early on the morning of August 5th, Massachusetts Environmental Police officers responded to a report of a fisherman with suspected illegal commercial striped bass in the Ryders Cove area of Chatham.

Officers found the fisherman in possession of 18 striped bass, all of it landed on a closed commercial day. Six of those fish came in under the 35-inch minimum size limit for commercial striped bass. Further investigation showed the fisherman had landed double commercial limit for a single day.

A tip? I wonder who he pissed off. You can be sure for every case of poaching that gets busted, a hundred are getting away with it. And they're not being counted against the commercial quotas. 

In total, officers seized 324 pounds of striped bass. The fish were forfeited to the Commonwealth following a civil libel hearing, which came with a $1,863.00 penalty. On top of that, the fisherman was issued a Massachusetts Environmental Violation Notice totaling an additional $2,905.80 — bringing the total financial hit to nearly $4,800.

Massachusett commercial fishermen get a 35 inch minimum, and all we get is a slot from 24 to 28?

13 News, Tucson,  Three swift-water rescues along Alamo Wash in Tucson

A powerful storm rolled through southern Arizona on Monday, Sept. 13, leading to swift-water rescues, power outages, damage, and closed roads. According to the National Weather Service in Tucson, there were at least three swift-water rescues along the Alamo Wash.


13 News was there for one rescue near 22nd and Kolb. While everyone was out of the vehicle, 13 News found a car in a flooded dip in the road. Another rescue allegedly happened near Grant and Craycroft, behind the Tucson Medical Center. The third one allegedly happened near 5th Street and Wilmot.

Maryland Gets Money for Blue Catfish Control

 WBOC, Congressman Andy Harris announces $6 million investment in invasive catfish processing

Maryland Congressman Andy Harris has announced a multimillion-dollar U.S. Department of Agriculture grant fund aimed at expanding invasive catfish processing.

According to Harris’ office, the funding will provide grants ranging from $50,000 to $2 million to allow catfish processors to expand facilities, purchase equipment, and increase the number of invasive catfish processed.

Congressman Harris previously announced a similar round of funding in 2025, calling it a “big win” for coastal economies battling the invasive species. Here on the Chesapeake, the voracious fish pose a threat to native species such as striped bass, menhaden, shad, and blue crabs.

 

“Invasive blue catfish are reducing the blue crab and native fish populations that Maryland watermen harvest and sell,” Congressman Harris said in a statement on Wednesday, Sept. 9. “Increasing processing capacity will strengthen the market for wild-caught catfish, expand opportunities for watermen and seafood processors, and remove more invasive fish from the Bay. I thank Secretary Rollins and USDA for making this funding available to protect the Chesapeake Bay and strengthen Maryland’s seafood economy.” 

It's worth noting that Andy Harris is Maryland's sole Republican representative, who the Democrats are desperately trying to gerrymander out of office.

Help save osprey chicks from starving

Your support is urgently needed for long-overdue major restrictions on the Virginia-based slaughter of tens of millions of individual menhaden a year. Thousands of osprey chicks in higher-salinity waters of bay country are dying slow, horrible deaths from starvation because of corporate greed decimating the ospreys’ major food supply — the Atlantic menhaden (also called alewife or bunker).

 

These oily calorie- and protein-dense forage fish are the major food for adult and young ospreys in tidal bay reaches.

Hearings are set along the Atlantic coast for the public to weigh in on whether to greatly reduce the huge harvest of menhaden in the Chesapeake by as much as 50% and to spread that harvest more evenly throughout the fishing season to allow enough summer menhaden for ospreys, other birds and fish.

Virginia allows large commercial ocean purse seine vessels using high-capacity netting techniques to scoop up entire schools of menhaden in the water after scout planes find the schools and smaller vessels circle the fish in vast nets. Maryland banned such harvest techniques more than 50 years ago. Omega Protein’s contracted fleet has been known to exceed its quota. Virginia is the only state along the Atlantic coast that still permits such an industrial reduction fishery, located in Reedville, Virginia.

 

The reduction facility processes the whole fish by cooking, pressing and separating them into fish meal, used as high-protein feed for aquaculture (farmed fish) and livestock. Menhaden are rich in Omega-3 fatty acids and used in human dietary supplements. Cooke Inc. of Canada purchased the U.S.-based Omega Protein in 2017 for $500 million. Cooke operates as a fully integrated global seafood and aquaculture corporation that controls every stage of production from freshwater hatcheries to consumer distribution, including for Atlantic salmon.

 

The Atlantic States Marine Fisheries Commission (ASMFC), a 13-state coastal interstate body that regulates near-shore fishing for migratory species, has been under pressure to end or greatly reduce this industrial harvest for decades. Omega Protein and Virginia have done all in their power to block any tighter regulations by the ASMFC or the state. Their governors and elected officials, both Republicans and Democrats, have been plied with hundreds of thousands of dollars in campaign donations over the last 20 years. Even legislation to study the Chesapeake menhaden population had been blocked by the Virginia legislature.

In August, the ASMFC finally voted to “consider” whether to adopt meaningful reductions, including up to a maximum of a 50% cut. This vote will take place at its November meeting after hearing from the public. This does not mean they will do anything to change the current harvest cap of 51,000 metric tons. That equates to roughly 112.4 million pounds of fish or about 150 million fish.

But we all have a chance to weigh in and force the ASMFC to act. Your opportunity comes from 6 p.m. to 8 p.m. this Tuesday, Sept. 15, at the Annapolis High School Auditorium. The Maryland Department of Natural Resources and the Potomac River Fisheries Commission will host.
