WJZ News Chesapeake Bay restoration could take a hit if state removes millions from trust fund, advocates say

Maryland's budget shortfall could take a major toll on the Chesapeake Bay restoration efforts. The trust fund has been a lifeline for projects that help clean the bay, restore habitats, and reduce pollution. However, state leaders are considering removing $2.59 million from the trust fund to cover state operating costs. The funds would be used for the general operations of the Department of Natural Resources.

The state of Maryland has long been a leader in restoration in large part because we have the Chesapeake and Atlantic Coastal Bays trust fund," said Matt Johnston, the executive director of the Arundel Rivers Federation. "We will not be able to, in the next three to four years, do a project like this again if they zero out that fund."

Jesse Iliff, executive director of the Severn River Association, says a number of planned restoration projects are now in jeopardy. "They are critical to providing a healthy Chesapeake Bay and all of the economic benefits that come with that, like improved fisheries, improved tourism, improved property values." Iliff is concerned this decision to take from the trust fund could have long-term consequences.

"Five or 10 years down the line, the best we could hope for is maintaining the status quo, and that would be heavily dependent on the weather," he said.

I would remind readers that 2 years ago,  Gov. Hogan left office with $5 billion (with a 'b') surplus. After 2 years, with 2 more to go, Gov. Moore has turned that into a $3 billion deficit.  The $2.6 million they steal from the Chesapeake Bay cleanup is a drop in that bucket. So, maybe fiscal responsibility is good for the environment?

Oh, Deer!

WAMU, Human, bird, or dog waste? Scientists parsing poop to aid D.C.’s forgotten river, the Anacostia.
About 40 million people in the U.S. live in a community with a combined sewer system, where wastewater and stormwater flow through the same pipes. After heavy rains, when pipe capacities are reached, the overflow sends raw wastewater into the rivers instead of to a treatment plant. Federal regulations, including sections of the Clean Water Act, require municipalities such as Washington to reduce at least 85% of this pollution or face steep fines.

To get into compliance, Washington launched a $2.6 billion infrastructure project in 2011. DC Water’s Clean Rivers Project will eventually build multiple miles-long underground storage basins to capture stormwater and wastewater and pump it to treatment plants once heavy rains have subsided.

The Anacostia tunnel is the first of these storage basins to be completed. It can collect 190 million gallons of bacteria-laden wastewater for later treatment, said Moussa Wone, vice president of the Clean Rivers Project.

Climate change is causing more intense rainstorms in Washington, so even after construction is complete in 2030, Wone said, untreated stormwater will still be discharged into the river, though much less frequently. “On the Anacostia, we’re going to be reducing the frequency of overflows from 82 to two in an average year,” Wone said.

But while the Anacostia sewershed covers 176 square miles, he noted, only 17% is in Washington. “The other 83% is outside the District,” Wone said. “We can do our part, but everybody else has to do their part also.” Upstream in Maryland’s Montgomery and Prince George’s counties, miles of sewer lines are in the process of being upgraded to divert raw sewage to a treatment plant instead of the river.

The data shows that poop is a problem for river health — but knowing what kind of poop it is matters. Scientists monitor E. coli to indicate the presence of feces in river water, but since the bacteria live in the guts of most warm-blooded animals, the source is difficult to determine.

“Is it human feces? Or is it deer? Is it gulls? Is it dogs?” said Amy Sapkota, a professor of environmental and occupational health at the University of Maryland.

Bacterial levels can fluctuate across the river even without rainstorms. An Anacostia Riverkeeper report found that in 2023 just three of nine sites sampled along the Washington portion of the watershed had consistently low E. coli levels throughout the summer season.

Sapkota is heading a new bacterial monitoring program measuring the amount of E. coli that different animal species deposit along the river. The team uses microbial source tracking to analyze samples of river water taken from different locations each month by volunteers. The molecular approach enables scientists to target specific gene sequences associated with fecal bacteria and determine whether the bacteria come from humans or wildlife. Microbial source tracking also measures fecal pollution levels by source.

“We can quantify the levels of different bacterial targets that may be coming from a human fecal source or an animal fecal source,” Sapkota said. Her team expects to have preliminary results this year.

The health risk to humans from river water will never be zero, but Sapkota said, based on her team’s research, smart city planning and retooled infrastructure could lessen the level of harmful bacteria in the water.

“Let’s say that we’re finding that actually there’s a lot of deer fecal signatures in our results,” Sapkota said. “Maybe this points to the fact that we need more green buffers along the river that can help prevent fecal contaminants from wildlife from entering the river during stormwater events.”

So, deer aren't going to walk (or jump fences) into the green buffers, eat it and poop there? I don't think you understand deer.

Thursday Tanlines

Students return every day to their apartment complexes after class. They pass the mailroom, the gym and the tanning bed en route to their rooms. Wait, a tanning bed?

Some Columbia apartment complexes are choosing to add tanning beds to their list of amenities. Park Place Columbia, Empire Columbia and Collegetown on the River are three downtown living communities for students that since 2017 have added a tanning bed as an amenity.

But do students and tanning beds mix, given the increasing concern about the risk of skin cancer from repeated use? “There is strong evidence that individuals who use tanning beds have a significantly increased risk of skin cancer,” said Anthony Alberg, an epidemiologist and professor at the University of South Carolina’s Arnold School of Public Health.

Students, of course, have easier access to tanning beds when they are present in their apartment buildings. Park Place employee Jacqueline Guzman said someone has to be a resident of the facility to use the beds. They are not open to the public.

“We have at least a couple people every day (use the beds when) the office is open,” Guzman said. Jordan Reed, an employee at Empire, said the tanning bed there also gets used “quite often.” “We do have a rule of going every 24 hours, and some people come right after that 24 hours is completely up, which is a little scary,” Reed said.

Kids these days. Back when I was in dorm housing at Humboldt State University (now Humboldt State Polytechnic University), we were lucky to have a TV to watch. Nominally, they're grown up. Stop worrying about them and mind your own business.

Taking Out the Bay Trash

A couple of unrelated article in today's Bay News, at WHRO, VIMS effort is removing thousands of “ghost” crab pots that litter the Chesapeake Bay

It’s pretty easy for watermen to lose their crab pots out on the turbulent waters of the Chesapeake Bay.

The cage-like traps are attached to the surface by a line and buoy system stretching deep into the water. Those lines can get sliced by passing boats, blown around by storms or stuck in the mud, said Ralph Bonniville, who’s been crabbing locally for almost five decades.

“Every spring down in the bay, you lose a lot,” he said.

Crabbers often lose around 20% of their pots each season, according to the Virginia Institute of Marine Science at William & Mary, adding up to roughly 145,000 at the bottom of the bay in any given year.

"Lost" pots show up pretty often here. We have lots of crab pots in summer, and lots of boat traffic to cut them off. I may have cut off a few myself, and not deliberately. Some of them even show up on shore.

Bonniville is part of a VIMS program working to recover many of those “ghost” crab pots littering local waterways. The school received an $8 million grant in 2023 from the National Oceanic and Atmospheric Administration’s Marine Debris Program, funded by the Bipartisan Infrastructure Law. (Funding through that law is now a target of the Trump administration.)

Over the next several years, VIMS will distribute the money for work to retrieve derelict fishing gear from protected ecosystems. That includes the local effort, but also projects in California, Florida, Delaware, Maryland, New York and even the island nation of Palau in the western Pacific Ocean.

Palau? It would be a shame to go to Palau and spend the whole time looking for lost fish and crab pots. But I'll bet that's not what's happening. Why can't the Palauans pick up their own damn crab pots?


Though boats are a common sight in counties surrounding the Chesapeake Bay, abandoned vessels have become a significant issue in Prince George’s County. During a County Council meeting on Feb. 11, the CB-002-2025 legislation was received favorably after undergoing amendments. The bill is expected to be finalized within the next month.

The primary goal of the bill is to discourage the abandonment of boats on highways, roads, and public streets. Local residents have also voiced concerns about abandoned watercraft littering their neighborhoods.

Parking a watercraft on public roadways can disrupt traffic flow, and one council member described abandoned boats as an eyesore that may impact property values.

“We also have the quality-of-life issues. Sometimes these boats are deteriorating and abandoned. They’re an eyesore. They’re negatively affecting neighborhood appearance and property values.”

Olsen also noted that removing derelict boats from public streets could ease road congestion.

“Unlike typical vehicles, boats are often larger and create unnecessary road congestion when left on public streets. Sometimes cars have to go around, crossing the center line, to go around them.”

If you leave a boat on the street too long in Calvert County, or if one of your Karen neighbors complains, the county will come along and tell you to move it, or else. Too long, and or else are not precisely defined. Ask me how I know.

Forget It Jake, It's Baltimore

My sense of the story is that Marilyn Mosby decided, based on social justice concerns, the Syed had not had a fair trial, and had been railroaded by the state because he was a Muslim. Or at least was willing to say so to get publicity. I suppose it's possible, but I don't think there's much evidence for it. Without Mosby in the picture, the state doesn't feel compelled to pursue this argument.
