    This is simply a badly phrased, but excellent rule.
    If we're talking about printed letters being mailed to retirees, if the person moves, they can submit a change-of-address form to the USPS. This isn't something that can be done, universally, with email addresses.
    I believe a well designed -- and sure as hell don't ask me to design one -- and implemented -- always the source of problems -- system would reduce the amount of undeliverable and/or unread email communications.

    There's always going to be arguments for and against the use of all of the information that the government(s) posess for projects for which it would be valuable, but without unnecessary duplication.
    For example, state DMV issue IDs and licenses that have your home address. If you are licensed at address 1 in jurisdiction 1 and receive US mail at address 2 in jurisdiction 2. If you are killed in an accident and they send a police officer to the address on your license, which is not valid, some father is going to get a shock when he answers the door at 3am to a somber looking officer.
    Of course, for every good reason like this, there are many reasons to deny the government this type of access. The question is: who gets to decide what access is reasonable and what is overreach?
    Perhaps there should be an application deployed that randomly sends a yes/no/unsure query to nine participating judges. If a majority respond with 'yes' then the system processes the query. A majority of no/unsure/no response denies the query.

    There are many, many beneficial uses of technology that we could implement but every single one of them could be, and in my experience, would be, used in many more detrimental ways.

    I don't know what the answers are, and neither do I know of anyone qualified to give them.
