Judge Declares Hellbenders Endangered

Bay Journal, Federal judge strikes down ruling that hellbenders are not endangered

A federal judge has ordered the U.S. Fish and Wildlife Service to take another look at its 2019 decision denying endangered status protection for the eastern hellbender, the nation’s largest aquatic salamander that is found in low numbers in all Chesapeake Bay drainage states.

On Sept. 5, Judge Lewis Liman in a U.S. District Court in New York voided the federal agency’s 2019 decision. Liman ruled that one of the agency’s determinations that hellbenders were not threatened or endangered because of emerging conservation and reintroduction efforts could not be assumed to head off population declines.

The Center for Biological Diversity, Middle Susquehanna Riverkeeper Association, Waterkeeper Alliance and Waterkeeper Chesapeake had sued the U.S. Fish and Wildlife Service in 2021 over denying endangered protection status for the hellbender, Pennsylvania’s state amphibian.

“There are few creatures as symbolically significant to our work in the Susquehanna River watershed as the eastern hellbender, a misunderstood and underappreciated species that is a critically important litmus test of water quality,” Middle Susquehanna Riverkeeper John Zaktansky said after the court ruling.

Eastern hellbenders are found in 15 states. Their biggest threats are degraded water quality and sedimentation that fills in nests and breeding areas.

Information submitted in the application that seeks to declare hellbenders endangered said that the number of known healthy populations in the U.S. had declined by 61% and that 63% of the remaining populations were in decline.

The Fish & Wildlife Service had countered that conservation efforts would prevent hellbenders from becoming endangered throughout a significant portion of its range.

It may be the the right decision, but I'm not happy that judges are taking on the job of deciding which animals are worthy of protection.

The Famous Flying Salamanders of California

Salamanders that live their entire lives in the crowns of the world’s tallest trees, California’s coast redwoods, have evolved a behavior well-adapted to the dangers of falling from high places: the ability to parachute, glide and maneuver in mid-air.

Flying squirrels, not to mention numerous species of gliding frogs, geckos, and ants and other insects, are known to use similar aerial maneuvers when jumping from tree to tree or when falling, so as to remain in the trees and avoid landing on the ground.

Similarly, the researchers suspect that this salamander’s skydiving skills are a way to steer back to a tree it’s fallen or jumped from, the better to avoid terrestrial predators.

“While they’re parachuting, they have an exquisite amount of maneuverable control,” said Christian Brown, a doctoral candidate at the University of South Florida (USF) in Tampa and first author of a paper about these behaviors. “They are able to turn. They are able to flip themselves over if they go upside down. They’re able to maintain that skydiving posture and kind of pump their tail up and down to make horizontal maneuvers. The level of control is just impressive.”

The aerial dexterity of the so-called wandering salamander (Aneides vagrans) was revealed by high-speed video footage taken in a wind tunnel at the University of California, Berkeley, where the salamanders were nudged off a perch into an upward moving column of air simulating free fall.

“What struck me when I first saw the videos is that they (the salamanders) are so smooth — there’s no discontinuity or noise in their motions, they’re just totally surfing in the air,” said Robert Dudley, UC Berkeley professor of integrative biology and an expert on animal flight. “That, to me, implies that this behavior is something deeply embedded in their motor response, that it (falling) must happen at reasonably high frequencies so as to effect selection on this behavior. And it’s not just passive parachuting, they’re not just skydiving downwards. They’re also clearly doing the lateral motion, as well, which is what we would call gliding.”

The behavior is all the more surprising because the salamanders, aside from having slightly larger foot pads, look no different from other salamanders that aren’t aerially maneuverable. They have no skin flaps, for example, that would tip you off to their parachuting ability.

“Wandering salamanders have big feet, they have long legs, they have active tails. All of these things lend themselves to aerial behaviors. But everybody just assumed that was for climbing, because that’s what they use those features for when we’re looking at them,” Brown said. “So, it’s not really a dedicated aerodynamic control surface, but it functions as both. It helps them climb, and it seems to help them parachute and glide, as well.”

Among the questions the researchers hope to answer in future research are how salamanders manage to parachute and maneuver without obvious anatomical adaptations to gliding and whether many other animals with similar aerial skills have never been noticed before.

“Salamanders are sluggish, you don’t think of them as having particularly fast reflexes. It’s life in the slow lane. And flight control is all about rapid response to dynamic visual cues and being able to target and orient and change your body position,” Dudley said. “So, it’s just kind of odd. How often can this be happening, anyway, and how would we know?”

A paper describing the behavior will be published May 23 in the journal Current Biology.

Using the wind tunnel, Brown and UC Berkeley graduate student Erik Sathe compared the gliding and parachuting behavior of A. vagrans — adults are about 4 inches (10 centimeters) from snout to tip of tail — with the abilities of three other salamander species native to Northern California, each with varying degrees of arboreality — that is, the propensity to climb or live in trees. The wandering salamander, which probably spends its entire life in a single tree, moving up and down but never touching the ground, was the most proficient skydiver. A related species, the so-called arboreal salamander, A. lugubris, which lives in shorter trees, such as oaks, was nearly as effective at parachuting and gliding.

Two of the least arboreal salamanders — Ensatina eschscholtzii, a forest floor-dwelling salamander, and A. flavipunctatus, the speckled black salamander, which occasionally climbs trees — essentially flailed ineffectively for the few seconds they were airborne in the wind tunnel. All four species are plethodontid, or lungless, salamanders, the largest family of salamanders and mostly found in the Western Hemisphere.

“The two least arboreal species flail around a lot. We call it ineffective, undulating motion because they don’t glide, they don’t move horizontally, they just kind of hover in the wind tunnel freaking out,” Brown said. “The two most arboreal species never actually flailed.”

Brown encountered these salamanders while working in California’s Humboldt and Del Norte counties with nonprofit and university conservation groups that mark and track the animals that live in the redwood canopy, primarily in old growth forest some 150 feet off the ground. Using ropes and ascenders, the biologists regularly climb the redwoods — the tallest of which rise to a height of 380 feet — to capture and mark wandering salamanders. Over the past 20 years, as part of a project led by James Campbell-Spickler, now director of the Sequoia Park Zoo in Eureka, the researchers discovered that most of their marked salamanders could be found in the same tree year after year, although at different heights. They live primarily in fern mats growing in the duff, the decaying vegetable matter that collects in the junctions of large branches. Brown said that few marked wandering salamanders from the redwood canopy have been found on the ground, and most of those were found dead.

I'm familiar with the the Sequoia Park Zoo from my undergraduate years at Humboldt State University (then Humboldt State College). Georgia lived within walking distance, but then, in Eureka, nearly everything was within walking distance. It seemed a small, sad zoo to me at the time, a transplant from LA familiar with the far larger and more sophisticated LA Zoo. I wonder what it's like now

Brown noticed, when picking them up to mark them, that the salamanders were quick to leap out of his hands. Even a light tap on a branch or a shadow passing nearby were enough to get them to jump from the redwood canopy. Given their location high above the forest floor, their nonchalant leaps into thin air were surprising.

“They jump, and before they’ve even finished toeing off, they’ve got their forelimbs splayed out, and they’re ready to go,” he said. “So, the jump and the parachute are very closely tied together. They assume the position immediately.”

When he approached Dudley, who has studied such behavior in other animals, he invited Brown to bring some of the salamanders into his wind tunnel to record their behavior. Using a high-speed video camera shooting at 400 frames per second, Brown and Sathe filmed the salamanders for as long as they floated on the column of air, sometimes up to 10 seconds.

They then analyzed the frames to determine the animals’ midair posture and to deduce how they used their legs, bodies and tails to maneuver. They typically fell at a steep angle, only 5 degrees from vertical, but based on the distances between branches in the crowns of redwoods, this would usually be sufficient for them to reach a branch or trunk before they hit the ground. Parachuting reduced their free-fall speed by about 10%.

Brown suspects that their aerial skills evolved to deal with falls, but have become part of their behavioral repertoire and perhaps their default method of descent. He and USF undergraduate Jessalyn Aretz found, for example, that walking downward was much harder for the salamander than walking on a horizontal branch or up a trunk.

“That suggests that when they’re wandering, they’re likely walking on flat surfaces, or they’re walking upward. And when they run out of habitat, as the upper canopy becomes drier and drier, and there’s nothing else for them up there, they could just drop back down to those better habitats,” he said. “Why walk back down? You’re already probably exhausted. You’ve burned all your energy, you’re a little 5 gram salamander, and you’ve just climbed the tallest tree on Earth. You’re not going to turn around and walk down — you’re going to take the gravity elevator.”

OK, admit it, that was cool.

Pennsylvania Votes to Save the Snot Otter

Snot Otter Emerges Victorious In Vote For Pennsylvania's Official Amphibian
Pennsylvania's soon-to-be official amphibian has more than its fair share of nicknames: snot otter, mud devil, Allegheny alligator, devil dog, lasagna lizard.

In short, it's not exactly a looker.

But the Eastern hellbender salamander was the overwhelming choice of lawmakers for amphibian representation in the state. On Tuesday, the state's House of Representatives voted 191-6 on a bill that would name the aquatic creature its state amphibian. The Senate passed the bill in February.

The hellbender is a nocturnal salamander that can grow more than 2 feet long. The mud-colored creature, covered in a layer of mucus, breathes primarily through loose flaps of thick, wrinkled skin that look a little bit like lasagna noodles.




The salamander is listed as "near threatened" with a decreasing population by the International Union for Conservation of Nature, though that assessment hasn't been updated since 2004. The U.S. Fish and Wildlife Service notes that dams and illegal pet trade may also contribute to the species' decline.

Garth Everett, a Republican state representative who helped push the bill through Pennsylvania's House, said hellbenders have been on the decline.

"Not many people have actually seen hellbenders," Everett said after the vote, The Associated Press reports. "They live only in very clean streams, and they live under rocks."
A worthy choice, if you must have a state amphibian. I'd never heard of them being called snot otters before, though.

Does Maryland Need a State Salamander?

Sure, why not. Next for Maryland: a state amphibian?
Several other states besides Maryland — nearly two dozen — have official amphibians.

A group of students at Garrett County’s Southern Middle School discovered Maryland doesn’t have one, and they would like to rectify that.

They found an ally in Sen. George Edwards, R-Washington/Allegany/Garrett.

On their behalf, Edwards introduced legislation to designate the long-tailed salamander (eurycea longicauda in Latin) as Maryland’s state amphibian.

The eighth-graders proposed the designation during a trip to the Hickory Environmental Education Center in Garrett County, he said.

“They came up with the idea they would like to have the long-tailed salamander be the state amphibian because the colors of that amphibian are basically the state colors,” Edwards said.

These particular critters live “from our area west into — I don’t think they get quite to the (Chesapeake) Bay area, but it takes in most of Central and Western Maryland,” he added. “So they asked if I would put a bill in to make the long-tailed salamander the amphibian of the state of Maryland.”

Edwards said students researched eurycea longicauda.

“And I thought, you know, they put that time in, were that interested in it, I’d be happy to put a bill in to try to create that category,” he said.

And why not? Maryland has a state bird (Baltimore oriole — with or without bats and gloves); state crustacean (the Maryland blue crab); state butterfly (Baltimore checkerspot); state reptile (diamondback terrapin — fear the turtle!); and state dog (Chesapeake Bay retriever).

Thanks to former Del. Kevin Kelly, D-Allegany, and elementary school students from Cumberland, there also is a state cat (calico “felis catus”).
Again, with the orange and black theme.
But more than giving Maryland another state symbol, Edwards said the bill lets students see how the machinery of government works. Several students and their teacher plan to come to Annapolis for a bill hearing at 1 p.m. March 7 with the Senate Education, Health and Environmental Affairs Committee.

“They need to participate, since they requested it,” Edwards said, “and that’s all part of the process. It’s a good learning experience for them, and they can see how government works, or doesn’t work. … And when you can do that for young people, hopefully, they then get instilled in them to be involved.”

Edwards said he learned that long-tailed salamanders “eat insects, etc., so they’re helpful there.”

Another fun fact: They can regrow the long tails, should the appendages meet some unfortunate mishap.
Which would be a neat trick, if I had a tail.

The Little Salamander That Could

Stop a pipeline: Cow Knob salamander fended off pipeline; can it beat climate change?
Named for a high point of Shenandoah Mountain in the George Washington National Forest where it was first seen in the 1960s, the Cow Knob salamander is so scarce that its habitat has been protected by a federal conservation agreement.

That pact, forged in 1994 between the U.S. Forest Service and the U.S. Fish and Wildlife Service, proved strong enough to turn aside the proposed Atlantic Coast Pipeline — something human opponents of the $5 billion project have yet to manage. To preclude listing the salamander under the federal Endangered Species Act, the agreement pledged to safeguard the animal’s limited home range.

Dominion Energy, based in Richmond, found out how firm that pledge was in 2016 when the Forest Service denied the company the right to run the pipeline through 5.5 miles of salamander habitat that lay smack in the middle of the 564-mile conduit proposed to funnel natural gas from West Virginia to southeastern Virginia and North Carolina. As a result, plans call for the pipeline to be rerouted around the salamander’s national forest habitat, adding 30 miles to the pipeline’s total length.

Dominion declines to say how much the detour has or will cost.

So, what is this animal that has caused all the fuss? “The Cow Knob salamander is unique to the Appalachian Mountains,” said Carol Croy, a wildlife biologist with the Forest Service, “and represents one of many rare and interesting species that make the Appalachians a recognized biodiversity hotspot, both in the Americas and throughout the world.”

Found in only a few counties in the George Washington National Forest on the Virginia/West Virginia line, the Cow Knob salamander (Plethodon punctatus) generally comes out of hiding and up to the forest floor at night during wet, rainy periods. Thus, it is very rarely encountered by outdoor enthusiasts, who might unknowingly tramp just above the salamander’s silent life in the underground.

With a black upper body shading down to a purplish belly, throat and toes, the salamander possesses the winsome smile that amphibian fans delight in. The “smile,” though, is involuntary, the function of its jawbone structure to harbor a plentiful assortment of teeth, all the better for tackling its sometimes crunchy, sometimes slippery, prey. The meaning of its Greek scientific name is literally “full of teeth.”

A high-elevation species, the largest populations are generally found on north-facing mountain slopes that are cooler, get more precipitation and are rocky and forested.

Which sounds to me like an unlikely place to run a pipeline. 
The pipeline construction, with its forest clearing and heavy equipment, threatened to destroy or disrupt salamander habitat, which is why the Forest Service denied access there while permitting it through other parts of George Washington National Forest.

But for all of its tenacity in the face of a pipeline, the Cow Knob salamander may not be able to fend off the next threat.

While the historic conservation agreement between federal agencies has thus far kept the Cow Knob salamander from being listed under the Endangered Species Act, state authorities are anxious about its future.

John Kleopfer is a herpetologist with the Virginia Department of Game & Inland Fisheries. He said that like many range-restricted species, the Cow Knob salamander is susceptible to natural or manmade catastrophic events — wildfires, clear-cutting, pipelines. And like many high elevation species today, the Cow Knob salamander may simply not be able to climb out of range of a warming world.
I've got nothing against the Cow Nob Salamander, but if you want to become extinct, evolving to fit a small niche in a variable environment, which might decide to move out from under you to a place you can't walk to is a good place to start. Perhaps evolving to live in the shade under a pipeline would be a more useful trait.
