An Oregon middle school teacher is under investigation by local police after he allegedly sent a nude photograph to a student.

Dean Wright, a Judson Middle School teacher, was placed on paid administrative leave this week in response to the incident, District spokesman Aaron Harada said, according to the Salem Reporter.

In an email sent to parents on Monday, Judson principle Alicia Kruska informed parents of the incident.

Wait, they told the parents?

That's a violation of the Don't Tell Mom and Dad rule!

"Today, I received a report of an inappropriate image believed to be a Salem-Keizer employee circulating on social media," the email stated.

"Because of this concerning report, I wanted to make sure you had accurate information so you could address questions that your student may have."

Kruska did not specify who the employee was, nor specify what the image was. However, the image is reportedly a nude selfie. Kruska said that "it is believed that this image has been viewed by some students."

This man, accused of sending nude photos of himself to very underaged boys, posted a video showing what he was most proud of as a teacher.

It wasn't teaching kids reading or math.

It was teaching them about transgenderism and the myriad of mental-illness pronouns they use.

New Budget a Boost for Bay

 Bay Journal, Chesapeake restoration work gets a boost from federal funding

The Chesapeake Bay restoration effort is slated to get increased federal funding this year, though less than advocates had been hoping for just a few months ago.

The $1.5 trillion “omnibus” funding package, which finances the federal government for the remainder of this fiscal year, was signed by President Biden March 15 and will boost spending for the U.S. Environmental Protection Agency’s Chesapeake Bay Program Office in Annapolis to $88 million this year.

That’s up from $87.5 million last year but is less than the $3 million increase that the Biden administration and many advocacy groups had requested.

So, it really won't cover Bidenflation.  

The Bay Program Office coordinates the federal-state partnership that conducts monitoring, computer modeling and research efforts related to Chesapeake restoration efforts. More than two-thirds of the money goes toward grants related to cleanup activities.

But the annual spending bill doesn’t provide the full picture of federal funding for the Bay. The Infrastructure Investment and Jobs Act approved by Congress last year provided an additional $238 million for the Bay Program over five years — including $46.7 million this year — though the EPA has yet to determine how that money will be spent. Many other Bay-related initiatives will benefit from the infrastructure bill, but most of those funding decisions have not been made either.

Meanwhile, this year’s omnibus spending package also included $4 million for the new Chesapeake Bay Watershed Investments for Landscape Defense (WILD) initiative. That is a competitive grant program created in 2020 to support local efforts to conserve wetlands, reduce pollution, and restore fish and wildlife habitat. This is the first time that funding has been allocated for the program, but it is less than the $15 million advocates had hoped for.

The spending package also includes a nationwide increase from $734 million to $760 million in funding to provide technical assistance for farmers who want to take part in U.S. Department of Agriculture conservation programs. Increased funding for such one-on-one farmer assistance is considered essential to boost participation in those programs.

The package also includes $2 million in Land and Water Conservation Fund money to protect Fones Cliffs, part of the Rappahannock River National Wildlife Refuge in Virginia. Fones Cliffs has been a high priority for conservation groups in recent years.

The National Park Service Chesapeake Bay Office will receive $3 million for its Chesapeake Bay Gateways and Watertrails program, which provides financial and technical support for water access projects, educational programming, and interpretation of the Bay’s natural, cultural and historical resources.

In addition, the Army Corps of Engineers is receiving $3.88 million for Chesapeake Bay oyster restoration in Maryland and Virginia rivers.

You must know what I think of the efforts to restore oysters in Chesapeake. Don't spend $4 million to put oysters back in the Bay, when you're allowing the watermen to take most of them as soon as they're of legal size. 

The Corps is also getting $30 million for Anacostia Watershed restoration work, which will be used to restore 7 miles of instream habitat, open 4 miles for fish passage and connect 14 miles to previously restored stream reaches in Prince George’s County, MD.

That's probably worthwhile, though I suspect that far more will go into administration than actual restoration.

When investigators found 15 thawing body parts of a young woman in black garbage bags in a steep ditch in northern Italy last Sunday, they were unclear exactly where to start the identification process. It was clear she had been dead for months, but no immediate missing-persons search turned up any likely identities.

Though her body parts had been frozen—and reasonably well preserved—her face had been burned, making it impossible to identify her easily, police say. But seven of her 11 distinct tattoos were intact, so the police started trying to match the tattoos to any known photos, posting some on a missing persons alert.

Within a few hours, she was identified as Italian-Dutch national Carol Maltesi, an adult actress who worked under the name Charlotte Angie. She started her career on OnlyFans during the pandemic and was picked up by several international pornography production houses, and had done several shoots abroad.

Among the tattoos still visible were the words “step by step” on her right ankle, “wanderlust” on her right collarbone, and “elegance is the…” down her back. She also had an inverted “V” on one inner thigh and two inverted “V’s” on the other, which were recognizable in many of her porn films. It was soon clear that she had not posted on any of her social media since January, though no one had reported her missing. Her friends say they assumed she was off at some exotic location on a shoot.

 

Last week, police released her name to find out if anyone had information about her grisly demise.

Early Tuesday, police swooped in on the home of a 43-year-old banker named Davide Fontana in the northern Italian town of Brescia, charging him with first aggravated degree homicide, dismemberment, and concealing a corpse. Prosecutor Lorena Ghibaudo told reporters that the man came forward when her name was announced to say that he knew her but denied having anything to do with her disappearance.

Police said they soon found inconsistencies with his story and started tracking his movements over the last several months. A search of his home found an ample freezer, the same style garbage bags, and DNA evidence linking him to the murder, police say.

Archival video surveillance allegedly showed the two of them in her car in January. The vehicle had not been seen after that until March when it was clocked going through a toll booth in Borno in northern Italy, near where the bags with her body were found. “This man, friend, and neighbor of the victim presented himself to the Carabinieri to provide information about the missing woman, offering circumstances that immediately proved to be contradicted by the investigators,” Ghibaudo said.

When confronted with the evidence, prosecutors claim he confessed to killing her. Among the creepy details of his alleged confession were how he used her phone for the last three months to tell her mother that she had “left porn” and to send kinky messages to her boyfriend, who lives in Holland. After police published photos of her tattoos, several friends and fans wrote her to see if she was ok. “Yes, they look like mine,” Fontana allegedly wrote, pretending to be Maltesi. “But luckily I’m ok.” Fontana’s impersonation allegedly aroused no suspicion, and he told police that no one called the phone number since January.

The man allegedly told police that he had “accidentally” killed her during a consensual tryst, and then, not knowing what to do, cut her up and put her in garbage bags in first her freezer and then later his. Many parts of the body are burned, including her face, and other body parts are missing, leading police to investigate whether he discarded, ate, or destroyed them in a ritual.

Ever Forward Still Stuck

 WaPoo, Tugboats fail to dislodge huge ship stuck in Chesapeake Bay

Efforts failed Tuesday to refloat the huge cargo ship that is stuck in the Chesapeake Bay, the Coast Guard said.

Seagoing agencies will try again Wednesday to free the Ever Forward from the bay floor, a Coast Guard spokeswoman said.

Five tugboats tried to “push and pull” the 1,095-foot container ship off the bay bottom, said Petty Officer 3rd Class Kimberly Reaves, a spokeswoman for the Coast Guard’s Mid-Atlantic district.

But, she said Tuesday night, they had “no luck.”

They will try again Wednesday when tides are expected to be higher and may make the effort easier. The “few extra feet of water” could help, Reaves said.

After several days of dredging mud from around the hull, authorities made their first effort Tuesday to refloat the ship, working from around noon until evening, Reaves said.

Wednesday night is coming right up, and it looks like they have a much better tide than yesterday. If it won't come unstuck tonight, tomorrows high tide is predicted to be about 6 inches higher. That might make the difference. After that it might get tough again for a while

OK, Groomers!

You might have observed that my "political" post for the morning has lost some of it's pandemic weight over the last few days. I just had too many topics to juggle, and they were dragging out well past the pot of coffee.  Among of the subjects that I demoted were the culture war material, in a folder still titled "Younkin", because that's how it originated. It not that I don't care anymore, it's just that it was all overwhelming my plan to deal with it. With that in mind, many of the issues in that are folded in to Stacy McCain post, ‘OK, Groomer’: Democrats Go All-In on Promoting LGBTQ to Young Children

As a midterm campaign platform, I’m not sure Democrats have a winning issue with the “Drag Queen Story Hour” agenda, which is essentially how they’ve reacted since Florida passed its Parental Rights in Education bill. Deliberately misrepresenting the bill with the “Don’t Say Gay” slogan, Democrats at the same time insist that public school teachers have a right — nay, a duty — to indoctrinate children with pro-LGBTQ ideology.

If anyone ever doubted that most public-school employees are left-wing activists, that doubt has now been eliminated:

A Texas teacher claimed that 20 of her 32 fourth grade students came out to her as LGBTQ, according to internal messages from the district reviewed by the Daily Caller.
Austin Independent School District’s Blackshear Elementary School hosted a Pride parade for elementary schoolers, which the school’s principal dubbed a “Wellness Walk,” according to internal messages originally obtained by the Twitter account, LibsofTikTok. One teacher launched into a tirade against having a “Wellness Walk” during Pride week.
“[It] takes away from the experience of celebrating Pride,” the teacher said in internal messages.
“I feel that it is inappropriate to call our parade this morning a ‘Wellness Walk’ at all. While I understand that Wellness Walk is something that was previously in motion to promote health and fitness and is something we want to continue, it really takes away from the experience of celebrating Pride to couple the two,” the teacher said.
“The first Pride was a riot. It was not enough to just ‘welcome,’ ‘love,’ and ‘celebrate’ Queer folx,” she continued. “Your allyship should always lead you to activism – speaking up and fighting for what is right, even when it feels uncomfortable. We can’t choose in and out of our protest spaces.”
The teacher went on to say that of the 32 students that she teaches, “20 of them are LGBTQIA+ and have come out to me.”
“I feel that we need to do better – for them,” the teacher said. “To affirm our students, I think it would only be appropriate and right to publicly announce [that] what we had this morning was a PRIDE Parade.”

These people are insane. They should be in mental institutions, not in public schools. In fact, in a sane country, they would be prohibited from having any contact with children anywhere. Ace of Spades calls attention to a kindergarten teacher in Florida who complains that the new law will interfere with his ability to talk about his gay sex life with 5-year-olds.

The human race would not have survived or even evolved if 20 out of 32 children were actually LGBTQRSTUVWXYZ.  That's just ridiculous. While there is an extremely remote statistical chance of the happening by happenstance, the obvious explanation is that the teacher was teaching, promoting, encouraging, and rewarding students who identified themselves as such to her. That is the very definition of "grooming".

Suit Seeks to Legalize Swimming with Dolphins

Who decides whether you may or may not swim with dolphins? You may think this is determined by some environment-related law, made by elected representatives who constitute the legislature. But the generalities of law are often translated into the specifics of practice through rules and regulations made and enforced by officials. Not all these officials answer to the checks and balances of the democratic process. Therein lies the scope for them to further political agendas or the interests of pressure groups unsanctified by the ballot, which alone represents the will of the people of America. It is for this reason that a landmark lawsuit challenging the constitutionality of an arbitrary ban on human-dolphin interactions in Hawaii gains importance.

The ban was proposed in 2016 and finalized in October 2021 by officials of the National Marine Fisheries Service (NMFS), a federal agency under the U.S. Department of Commerce. The NMFS, supervised by the National Oceanic and Atmospheric Administration (NOAA), is “responsible for the management, conservation, and protection of living marine resources within about 200 miles of the U.S. coast.” The rule was framed by a civil servant under the Marine Mammal Protection Act of 1972. It prohibits “persons, vessels or other objects” from “swimming with, approaching, or remaining within 50 yards” of a Hawaiian spinner dolphin (Stenella longisrostris), claiming that such interactions cause habitat displacement and disturb dolphin behavior patterns, especially that of coming to shore by day to rest and nurture their young.

 

The stark arbitrariness of the ban is evident from the following: a) spinner dolphins are abundant around Hawaii, and there is no evidence of a population decline; b) dolphins, as is well known, are friendly and approach humans for benign, exuberant interactions; c) the ban applies only to tourism-related businesses, while the captive dolphin industry is exempt from it; and d) military activities, which might endanger dolphins with shelling, sonar, and underwater explosions, are also exempt.

The lawsuit against the ban (Eliza Willie v. Secretary of Commerce Gina Raimondo) has been brought by the Pacific Legal Foundation (PLF), a “nonprofit legal organization that defends Americans ' liberties when threatened by government overreach and abuse.” It is pending before the U.S. District Court, Maryland. The main signatory to the lawsuit is Ms. Willie, an experiential therapist who uses dolphin-assisted psychotherapy to help patients in long-term recovery from addictions and other ailments. The two other signatories are Shelley Perry, who owns Dolphin Discoveries, a tourism business, and Lisa Dennings, a dolphin tour guide. The ban has caused all three substantial business losses.

The crux of the lawsuit is whether bureaucrats without a legal appointment making them accountable can decide on such weighty matters. It challenges as unconstitutional the NMFS’s rule-making, which dodges accountability as required under Article II, Section 2 of the Constitution. More specifically under Clause 2.2.1.3.2, which distinguishes between constitutional officers and non-constitutional ones. Section 2 identifies heads of agencies as ‘officers’ of the government, nominated by the President with the advice and consent of the Senate. It ensures accountability by enshrining the public confirmation process. Rule-making, therefore, cannot be delegated to officials not appointed by this process of presidential selection and vetting and approval by the Senate.

This has been well-established by the Supreme Court of the United States in the Raymond Lucia v. Securities and Exchange Commission (SEC) case of 2018. Lucia, whose company offered a retirement wealth management strategy, had been charged with violations of anti-fraud regulations. An administrative law judge (ALJ) imposed sanctions and a lifetime bar on the company. Ruling in favor of Lucia, the court observed that the ALJ is not a constitutionally appointed “Officer of the United States” and ordered a new “hearing before a properly appointed official.”

Michael Poon, an attorney for the PLF, believes that similarly, the ban on approaching or interacting with dolphins is a regulation made by a bureaucrat not legally appointed to do so. He states that when regulations have devastating implications for businesses and individuals, decision-makers can be held accountable. “Under the Constitution,” he says, “issuing regulations is the job of appointed officials who answer to the democratic process, not low-level career bureaucrats.”

Dolphin watching, swimming with dolphins and related activities have been a significant part of the Hawaiian tourist industry for decades, and a thriving business for tour operators, guides, boat captains, and therapists. They have created thousands of jobs and sustained other down-the-line businesses, adding to the state’s economy while providing tourists with a unique experience. The plaintiffs contend that the ban is a threat to Hawaii’s tourism industry and deny that dolphins are harmed during these activities. Business owners say they take great care to interact with dolphins on their own terms and only when dolphins initiate contact. “When the dolphins don’t want to be with us, they don’t participate,” says Nancy Sweatt, a U.S. Coast Guard captain and owner of Dolphin Journeys, bristling at the idea of a ban. “There’s no way a human can harm a dolphin without a weapon. They can swim faster and dive deeper – up to nearly 1,000 feet – and can easily evade humans.”

What makes the ban unreasonable is the fact that spinner dolphins are under no threat. In 2019, the Marine Mammal Commission noted that the species is abundant in the insular and pelagic ecosystems of Hawaii. At the time, it estimated a minimum population of 665 for four insular groups of dolphins. Sweatt gives a more optimistic estimate, saying the population has increased markedly – from 200-300 in 1995, when she started her business, to 700-1,000 today. Even the Federal Register notes: “We recognize that there is not clear evidence of population decline or adverse biological impacts.” But it adds that a “precautionary approach is the best way to protect and conserve Hawaiian spinner dolphin populations….” The ban is evidently not based on diligent analysis of the dolphin population and long-term trends.

When the ban was proposed in 2016 and a 60-day period was set for public responses, several alternative management options were put forth. But the NMFS ignored them. For reasons best known to the officials who framed the ban, the billion-dollar dolphin captivity industry, operating under zoo rules, remains unaffected by the ban though dolphins belong in the wild, not in pools and tanks. Military activities, too, are allowed to continue unhindered in dolphin habitats.

It will be interesting to see who prevails in this contentious case. At stake is not only the vibrant tourism industry of Hawaii, but also the power of the American people – and businesses, the mainstay of American capitalism – to hold all public decision-makers to account. Without that power, the shadow government of unelected officials exercising executive and legal powers without constitutional authority or oversight will gain in strength. Their agenda-driven coup will triumph over American citizens, American businesses, and American minds. We will end up being told what to do, how to act, what to think. No questions.

There’s an interesting sidelight to this case. Lanny Sinkin, an attorney from Hilo, Hawaii, has filed a petition for review of law on behalf of the Family of Dolphins Church, which says the ban violates its adherents’ right to religious freedom. The church claims a 20-year-old spiritual practice of interacting with dolphins.\

It's a pretty big ocean, and dolphins are pretty fast. If they didn't want to be around swimmers, they would move away.

It's been a little while since the New York Time reluctantly admitted that the Hunter Biden laptop story originally broken by the New York Post, and widely pronounced by Democrat leaning ex-intelligence figures, and the mainstream and social media as Russian disinformation, was, in fact real, and Hunter's. So what's happened in the meantime? Well, if you believe the major TV networks, not much.  ABC, CBS, NBC ignore Hunter Biden scandals, haven’t mentioned his name in 259 days, study says, "'Twelve days after the Times confirmed that Hunter Biden’s laptop is real, ABC, CBS and NBC are still silent,' (Fox, of course). So suddenly the Hunter Biden story instead of being a threat is for the left at worst an old story that can’t make things much worse or can be burred in the news of the war..

Last week, Russian officials claimed that Hunter Biden had bankrolled biological research laboratories in Ukraine:

This was immediately dismissed by the Daily Beast, among others, as conspiracy theory crazy talk aimed at the QAnon crowd, even before Tucker Carlson picked up the story.

“Tucker Carlton Echoes the Kremlin,” they headlined it, as if the story were self-evidently false. But guess what? Can you guess, huh?

Well? Is the Daily Beast just going to pretend this isn’t newsworthy? Are the rest of the corporate media going to continue pretending that this is just crazy QAnon stuff and “Russian disinformation”?

Keep in mind that our government funded research in Communist Chinese labs that may have produced the COVID-19 virus. We are told, however, that the research our government was funding in Ukraine was entirely benign, and if we express skepticism about this project (which, oh, by the way, just happened to help make money for Joe Biden’s worthless crack-addicted son) well, our skepticism is proof that we’re a bunch of kooky right-wing conspiracy theorists. Wouldn’t it be nice if our government and our media would tell us the truth once in while, so they could have more credibility than the Kremlin?

And it turns out that, appropriately enough,  Joe honors his dead son with a scam. Breitbart, Report: Beau Biden Charity Takes in Millions, Spends Fraction on Helping Children. KT at Haut Hair, Beau Biden Foundation took in millions in donations, only spent thousands on its mission, unless, much like the Clinton Foundation before it, it's real mission is to collect nominally tax exempt funds to give to loyal political servants in salary. 

The Beau Biden Foundation for the Protection of Children was founded less than a month after Beau died in 2015. Its mission is to prevent child abuse by educating adults and children.

Its 2020 tax filing shows that while the Beau Biden Foundation received $3.9M in donations, it only spent $544,961 on its mission. It spent only 58% of its budget on its mission, according to CharityWatch, a watchdog group. The total donations includes $1.8M from The Biden Foundation. The foundation also received $225,000 from one of Joe Biden’s top political donors. Almost $1M went to paying the six-figure salaries of executives of the foundation.

It’s a red flag for any charity that spends more on its executives than on the services it provides. Donors are supposed to trust that their contributions go to the mission of a charity, in this case protecting children from child abuse, and not to lining the pockets of its executive leadership.

But, I'll give him this. At least he seems to know what a woman is, even if he sometimes likes them a little young.

Beach Report 3/29/22

After Skye's "well dog" check at the vet (which she passed with flying colors fur, the vet called her a "super senior"), we grabbed a quick lunch out at 5 Guys, came home and put our warm clothes on for a walk.

It froze hard last night, but by the time we left for the beach, the air temp were in the low to mid 30s, and a stiff west (which appears to come down the beach at you). It was a blow out tide, so even though we got there near high tide, there was lots of shell and gravel to search.

Georgia and Skye had left me in the dust gravel when I found this 1 7/16th inch White Shark tooth.

When I caught up to them at the car, Georgia had a big Snaggletooth. Although my Hastalis was 1/16 inches longer, her Hemi was big enough to push the last biggest one off the kitchen window sill.
