No Need to Dephrag the Bay

You’ve seen plenty of it along Chesapeake waterfronts: the common reed, with its tall, feathery seed heads. You probably even call it by the Latin name of its genus, Phragmites. If so, you probably also know that it’s considered an undesirable, invasive species scorned for crowding out native wetland plants. It grows well on disturbed soils, such as the waterfront edges of constructed sites like bridge crossings, laying down dense, tangled root mats and quickly developing thickets of tough, pale green stalks.

Although there is only one species, Phragmites australis, two subspecies live around the Chesapeake. Phragmites australis americanus is native, but here it lives only along rivers on Maryland’s Eastern Shore. The much more widespread subspecies, Phragmites australis australis, apparently turned up here late in the nineteenth century and took off. Today, conventional wisdom dictates removing it, but doing so turns out to be a difficult, expensive challenge. That challenge poses a serious question about what we are trying to accomplish when we talk about restoring the Chesapeake.

One time years ago, I asked a friend who was acting in a play at Hanover (VA) Tavern what he would “go back to” after the play completed its run. “I won’t go back,” he responded, “I’ll go on to something else.” That pretty much sums up our Chesapeake restoration efforts. We can’t ever go back to the Bay ecosystem that existed when the Jamestown colonists landed in 1607. About 50,000 people lived in the Chesapeake watershed then. We are 19 million now, and climbing, along with the ecological changes that we continue to create in the water, on the land, and in the air.

The most obvious water quality improvements we have made in the past fifty years have been with increasingly sophisticated treatment of “point source pollution” (pipe outflows), especially our sewage wastewater. That engineering has brought rivers near population centers back from the dead, including the Potomac River around Washington, DC and the James below Richmond. They are healthier today than they have been since 1870. The greater challenge, though, is more widespread and less readily controlled: rainwater runoff from land that we have modified from 1607’s old-growth forests, especially including along the shorelines of our vast network of waterways. Engineering offers some solutions here, but often they work best when carefully, artfully integrated with natural processes.

Such integration requires deep searches for, and attention to scientific details, as well as the enduring lesson that anyone looking for simple answers has come to the wrong estuary. It goes ‘way beyond blanket statements, like “Eradicate all Phragmites.” In that vein, a new study from Maryland’s Department of Natural Resources breaks down the pluses and minuses of ecosystem services provided or taken away by stands of Phragmites as opposed to native wetland plant communities.

Using cost/benefit analysis, the scientists carefully went through and compared studies from existing research of wetland community performance in the categories of carbon sequestration, nitrogen removal, and wildlife habitat. They contrasted data from natural brackish high marshes with those from stands of Phragmites australis australis. If you read the study, you’ll find that the data together provide ranges of performance, but there are clear trends. Phragmites stands tend to deliver greater carbon sequestration, while native high marshes provide greater nitrogen removal and offer better, more diverse wildlife habitat. On average, the introduced and native communities offer similar ecosystem service values, though under optimal conditions, native marsh communities are more valuable.

 

The catch comes when looking at the Chesapeake’s wetlands as they are, in June of 2026, with many, many stands of Phragmites well established all over the Bay ecosystem, and considering the high cost of eradicating the plants, which require repeated manual, year-on-year applications of herbicide. The big reed is here to stay in today’s Chesapeake, and it does offer valuable ecological benefits, especially in carbon sequestration. Those considerations bring to mind the first maxim attributed to Hippocrates: “First, Do No Harm.” As the study’s authors conclude, “it is not a net economic benefit to control for Phragmites, unless the cost is low to moderate and the benefit is high, i.e., the system can maintain or return to optimal wildlife habitat…we recommend that landscape factors and management goals be considered when making these decisions for marshes in the Chesapeake Bay Region.”

In other words, Phragmites appears to have some useful roles in the Bay and rivers of the future. One more time, there are no simple answers here, but there is fresh Chesapeake information to guide careful thinking about “going on to something else.”

Science is Dead, Long Live Science

 Leslie Eastman at LI, Proposed OMB Rules Could Reshape How US Science Is Funded and Published, "Laughably, unhappy scientists complain proposed grant system overhaul could politicize research funding — as if that weren’t already happening."

The Office of Management and Budget (OMB) is proposing major changes to the rules that govern how federal grants, cooperative agreements, and other financial assistance are managed across the government. The goals are to increase oversight of how taxpayer money is used, align awards with current law and administration policy, and reduce what OMB views as unnecessary burdens on recipients.

These changes apply to all federal agencies, including the National Institutes of Health (NIH) and the National Science Foundation (NSF). The 412-page behemoth certainly has the potential to shake up the science-industrial complex that has gutted American trust in science to a meager 36%.

Among the action items embedded in this OMB plan, the new rules would allow agencies to terminate awards if they conclude that a grant “does not effectuate program goals, federal agency priorities, or the national interest as they exist at the time of the termination,” and also under any additional termination provisions written into award terms. This substantially widens discretion beyond classic noncompliance or performance failures.

Given the grants that continued to fund Wuhan bat virus research, the ability to slash funds for dangerous research should be viewed as a positive.

The proposed rules would also forbid spending federal funds on publication costs (e.g., journal publication fees), which is a significant departure from longstanding practice and directly affects the dissemination of research funded by federal grants.

I was utterly unaware of any policy mandating that agencies would be force to continue  funding work that they no longer believed was important to their mission. In fact, once, a grant on which I was a PI was delayed for over a year because the agency (guess who) decided they would rather have a satellite than our project. To be fair, we eventually did get the money, or at least most of it.

I'm sure the fear here is that the Trump administration will cancel a bunch of grants issued during the Biden administration that do not conform to their vision. There are lots of examples, but prominent among them would be climate science. For many years, one the magic phrases that helped get funding was "global warming" (or "climate change"). A lot of investigators who promiscuously promised to link their work to "climate change" may be regretting that choice.

Doctor My Eyes

A quick update on the 5th week anniversary of the second retina detachment/reattachment surgery in my left eye. Not coincidentally, this was also the day for the 5-6 week follow up exam at Wilmer's Eye Institute at Johns Hopkins University Hospital in Baltimore.

According to the Drs, first the resident, and the then the surgeon who did the surgery, things are progressing on track, with no issues noticed, although the surgeon did order photographs at the imaging center to see if the there was any scar tissue forming. They blamed scar tissue pulling on the retina for the second detachment. We await the results.

From my view, there have been modest changes from last week. The bubble is still prominent in my vision, occupying about a third of the view looking forward. The left, affected eye is quite near-sighted, as I was told it would be, it's view is still tilted to the right about 2-3 degrees, and a little uneven looking when looking at a straight line. Looking up or down, the bubble dominates. 

The two eyes are starting to work together a bit, a process either helped or hindered by the fact that their focal distances are quite difference. In relatively dim light, looking a relatively short (indoor) distances, the eye cooperate pretty well, the unaffected (and dominant) right eye providing clarity, and the left eye going along, and providing some depth perception. At text distances, the left eye is pretty well focused, but difficult to use with the right eye because of the tilt and distortion. At outdoor ranges, the cooperation is less. I see two crossing horizons, one clear and one blurry, although looking at less geometric things, like trees, it seems better.

They told me the bubble was about 35-40% of the original; I still have 2-3 weeks left (I hope; I'm bored of the bubble). They also said that once the bubble is gone I could go ahead and get a new prescription for glasses.

So, looking forward? Next week, I hope the bubble has shrunk out of my sight (looking forward), but I'm not too convinced that will be the case. And maybe, the eyes will start cooperating a little better in normal use.

In CTAHR’s Department of Plant and Environmental Protection Sciences, (Landon) Wong was awarded the Helen Jones Farrar ARCS award in Tropical Plant Pathology and the Dr. Jacqueline Maly ARCS Scholar of the Year award for his research on the taxonomy of coffee root-knot nematodes. This tiny, destructive pest is devastating coffee production across Hawaiʻi Island, Central and South America.

Wong’s project clarified the true identity of the Kona coffee root-knot nematode (tiny pest) (Meloidogyne konaensis) by incorporating genetic, physical and protein-based testing. Wong’s work determined Meloidogyne konaensis is widely distributed across the coffee-growing regions of Central and South America.

“Traditional diagnostic procedures could take over two months,” Wong said. “This research has facilitated a faster identification method to protect local coffee growers from this pest and allow regulators to accurately screen and identify the nematode pest at ports of entry and in field samples in under a day using a simple genetic test.”

He also discovered a new species of root-knot nematode in Brazil, Meloidogyne pseudokonaensis, named for its similarity and previously mistaken identity as Meloidogyne konaensis.

 From the Balmer Sun, Maryland ‘fudged the numbers’ on disability budget cuts, lawmaker says

When Maryland lawmakers slashed $126 million from the state’s disability budget earlier this year, they justified the move with a dire warning: The state’s waiver program for home and community-based care was at risk of federal termination unless the budget was reined in.

But advocates, and a state lawmaker who proposed a last-minute amendment to reverse the cuts, now argue that the state’s fiscal alarm was manufactured. They say that by drastically recalculating the cost of institutional versus community care, state officials narrowed the “cost neutrality” gap, creating a mathematical illusion of crisis to justify sweeping cuts to services for thousands of vulnerable Marylanders.

Federal officials appear to be contradicting the state’s narrative. The Centers for Medicare and Medicaid Services (CMS) told Spotlight on Maryland it has never issued any notice indicating that Maryland’s waiver was at risk of termination due to cost-neutrality concerns. The dispute centers on the Developmental Disabilities Administration (DDA) Community Pathways Waiver, which provides services to Jennifer Gallatin and thousands of others. While the state insists the recalculations were a necessary correction of faulty accounting from the previous administration, critics charge that the numbers were intentionally “fudged” to balance the state budget at the expense of a population they knew lacked the political muscle to fight back.

“They’re trying to suggest… that the entire waiver is at jeopardy, you know, we risk losing the entire thing. No, we don’t,” said Jessica Gallatin, who cares for her disabled sister, Jennifer, along with Jessica’s three kids, at home in their single-wide trailer in Cecil County.

What is cost neutrality? Under federal rules, states participating in Medicaid waiver programs must demonstrate “cost neutrality,” meaning it cannot cost more to care for someone in a home or community setting than it would in an institution.

For years, the math provided a comfortable buffer. The state projected institutional care costs $333,000 per person annually, compared to $164,000 for home and community-based waiver services. But last year, the state drastically altered those estimates, dropping the cost in an institution down to $217,000 and raising the cost of the waiver up to $182,000. The result was a shrinking of the cost gap from $169,000 to just $35,000.

After that, cost neutrality became a key talking point for Democratic lawmakers in justifying budget cuts to the Developmental Disabilities Administration, or DDA. “The cost neutrality provision is — we are up against it,” said Appropriations Committee Chair Ben Barnes, a Democrat representing Anne Arundel and Prince George’s counties, during a March floor debate. He explained that additional cost growth under the waiver could lead to the state losing its waiver altogether, representing $1.7 billion of federal funding.

I confess I don't understand this fully, but it sounds like Gov. Moore is trying to balance the states budget (a good thing) by screwing the disabled (a bad thing).
